Job Summary

The Cluster Compliance Officer acts as a member of the Legal & Compliance Department (L&C). The Cluster Compliance Officer contributes to building, implementing, and executing the health care compliance program of Terumo Europe in EMEA.

 In his role the Cluster Compliance Officer will report to a compliance manager or legal counsel and collaborate with and be guided by a compliance expert legal counsel. The Cluster Compliance Officer has comprehensive knowledge and expertise in health care compliance and leads a consistent implementation of the TE compliance program in its cluster through day-to-day advice, training, monitoring and audits and reporting. The Cluster Compliance Officer supports the compliance coordinators of the different businesses in its cluster.

The Cluster Compliance Officer is a member of the compliance team and supports together with the other cluster compliance officers and health care compliance expert lawyers, a consistent implementation of the health care compliance program. The compliance officer may also lead or participate in a centre of excellence or lead or contribute (depending on the project) to EMEA wide compliance projects such as improving compliance processes and procedures, drafting policies, automation.....

Job Responsibilities

 Team member of the Legal and Compliance team

  • Actively participate in the team meetings and off-site meetings
  • Participate in compliance officer meetings
  • Collaborate with the other members of the legal and Compliance team within the matrix organization.


2.    Knowledge & Expertise

  • Be the expert on local HealthCare Regulations in the region/country and share that knowledge with the other compliance officers, the team and the business.
  • Stay abreast of relevant local laws and regulations and trends relating to the healthcare compliance programs and report in the team and if appropriate, propose and implement related actions.
  • Participate to local trade industry compliance forum.
  • Consult with Expert Legal Counsel with respect to complex compliance issues, local laws, contract templates, etc.

 

3.    Advise, Train, Review and Approve

  • Identify needs for training and provide training and education on Terumo’s compliance program and Terumo’s policies and procedures to associates upon hire and on a regular basis thereafter, with an additional focus on local regulations.
  • Train and advise the country/cluster BU Compliance Coordinator in their tasks related to Health Care Compliance processes and work with BU and functions so that compliance is embedded in all relevant day to day operations and processes.
  • Advise on HCC matters as first point of contact for the country/cluster sales and marketing teams, and any group interacting with an HCP/HCO from the country/cluster.
  • Review and approve requests for interactions with a local HCP/HCO (HCP Consultancy, local Events, grants & donations, etc.) according to the HCP/HCO Interaction Policies and relevant SOP.
  • Perform healthcare compliance activities including transparency reporting and compliance contract review.
  • Conduct ad-hoc compliance review of new and ongoing projects individually or as part of cross-functional working groups or teams.

 

4.    Monitoring, Audits and reporting

  • Perform regular risk assessments on compliance level of country/cluster
  • Monitors the performance of the compliance program at local level a on a continuing basis, taking appropriate steps to improve its effectiveness.
  • Suggest monitoring activities for its country/cluster to the monitoring COE  
  • Conduct internal investigations when appointed as an investigator.
  • Conduct audits supporting the Internal Audit team. 
  • Fulfil transparency reporting for the country/cluster as may be required.
  • Provide timely and adequate input for the reporting to TC and other reporting requirements.


5.    EMEA Healthcare Compliance Program 

  • Contribute or lead, depending on the project, EMEA wide compliance projects 
  • Contribute or lead, depending on the COE or working groups (eg. HCP Consultancy, G&D, Transparency Reporting, Monitoring, Distributors, etc.)
  • When acting as a lead of a COE:
  • Design and manage the program.
  • Perform and coordinate the monitoring activities.
  • Recommend improvements and collaborate with other compliance officers ad team members to implement improvements 

Profile Description

 Master degree and a degree on Compliance or on the job experience 
⦁    Good knowledge of the German legislation
⦁    Leadership skills
⦁    Good verbal and written communication skills
⦁    Good  level of IT with Microsoft office skills
⦁    Fluent in German and English (written and spoken).

⦁    Expert knowledge of Industry Code requirements.
⦁    Ability to perform assignments with skill, knowledge and a high degree of independence.
