OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Institute for Statistics (UIS) produces data to fuel the policies and investments needed to transform lives and propel the world towards its development goals. Providing statistical and technical inputs for global, regional and funding mechanisms for education, the UIS enables the work of the UN Transforming Education Summit, the Global Education Cooperation Mechanism (GCM), G7, G20, etc. The UIS meets data needs for emerging priorities, for example, most recently, tracking and monitoring impact of the COVID-19 pandemic on education worldwide. The UIS maintains the most comprehensive education statistics database in the world – the official source of data of the UN system, used for various purposes, including for the SDG monitoring. 
 
Established in 1999, the UIS serves as UNESCO’s statistical agency. The UIS is focused on delivering cross- nationally comparable data for global, regional and development agendas, covering the fields of education, science, culture, and communication and information. The UIS assures the technical support for Member States to produce transformative data based on the 3 pillars (Standards and methodologies; Data production; Brokerage and outreach). The UIS vision, described in its 2022-2029 Medium Term strategy, is to serve the needs of Member States, ensuring that their policies and decision-making are informed by sound statistical information, that they can benchmark progress towards national and international goals, and learn from the experience of others. 

 

Purpose      
 

Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), and the direct supervision of the Head of Communications unit the incumbent will be responsible in assisting as primary contact in handling responsibilities of Web design, content maintenance and different aspects of the organization’s website. The incumbent will also assist the Senior IT assistant in providing all levels of desktop support and systems administration.            

1.    Act as primary resource to: 

a)    Oversee and maintain the UIS online presence including the UIS website and microsites (Drupal; Apache; IIS; SOLR, WordPress), and assorted other digital properties. This includes contributing to design; user-experience (including search); navigation; faceting; maintaining & adding content- types; maintaining and adding page templates; embedding graphics; overall site evolution including applying patches and security updates. 
b)    Establish UIS requirements and standards following best practices for accessibility, usability, mobile responsiveness, and search engine optimization. Ensure that UIS online presence follows established standards. 
c)    Manage website content including creating/updating webpages, page layout, and image editing and optimization. 
d)    Contribute to the evolution of the UIS online presence, and how the UIS leverages digital technologies.
e)    Contribute to the UIS’s digital strategy to increase the visibility and use of UIS website, open data, embeddable objects, and social media among a wide range of audiences. 
 
2.    Act as a secondary resource to:

a)    Deliver day-to-day IT support of approximately 40 Windows laptops / desktops (both local and in remote offices), 10+ production Windows servers, 8+ terabytes of storage, photocopiers, printers, faxes, and the overall computing environment. Resolve technical hardware, software, or service problems with the IT environment of the Institute and ensure all issues and resolutions are documented while maintaining absolute discretion in dealing with confidential data and documents.
b)    Coordinate with and between IT colleagues in headquarters and with external service providers and suppliers as appropriate.
c)    Participate in other IT related projects as necessary. 
d)    Perform any additional activities that may be required in support of the mandate of the UIS and to ensure the success of the work team.

REQUIRED QUALIFICATIONS

Education 

 •     Completion of secondary, technical or vocational education. 
 
Work Experience 
•    A minimum of 8 years of progressive work experience in a supporting role in IT.
•    Experience resolving complex technical issues related to information technology, including hardware, software, and networking.
•    Experience with the application of client services standards to resolve/ escalate service problems
•    Experience with Drupal and WordPress with advanced site-building ability, broad knowledge of contributed modules, development of custom modules, and module/plugin management and maintenance. 
•    Expert knowledge of HTML/HTML5, XML, and CSS/CSS3 standards with practical experience. 
•    Proficient in PHP and JavaScript, and their application within Drupal framework. including D3, REACT.js, node.js, and FLUX Framework. 
•    Version control systems and processes. 
•    Responsive and mobile-optimized web sites (Bootstrap) 
•    Cross-browser design (IE, Firefox, Safari, Chrome). 
•    Proficiency in configuring desktops, laptops, and both hardware and software is required.
•    Expertise in supporting Microsoft software, with a particular emphasis on Windows and Office, is required.
•    Implementing web content management platforms. 
•    Exceptional sense of creativity and aesthetic 

Skills and Competencies 
•    Familiarity with best practices for SEO, Usability and Accessibility. 
•    A strong understanding of web development processes including familiarity with Agile Methodologies and user stories. 
•    Strong knowledge in supporting Microsoft software, particularly Windows and Office.
•    Thorough and efficient problem solving and troubleshooting skills.
•    Excellent oral and written communication skills; must be able to effectively communicate complex technical information to all levels of staff in a manner they can understand.
•    Proven ability to write effective and clear procedural manuals and other documentation.
•    Ability to efficiently learn new software and technologies; with a drive to keep up to date with new developments.
•    Organization, time management, attention to detail, and professionalism are key competencies for this position.
•    Ability to work collaboratively in a multicultural and dynamic team environment, but with the self-motivation and drive to be able to work independently, with minimal supervision.

Languages 
•    Excellent knowledge of English (oral and writing). 

Desired Qualifications

Education 
•    A Bachelor’s degree in computer science or related field. 
•    Additional post-secondary education in the field of IT, whether through full time studies or technical certifications (MCP, A+, VMWare, etc.) 

 
Work Experience 
•    Advanced knowledge of all Adobe CC suite (Photoshop, Illustrator, Indesign, etc) or other professional graphic design environments 
•    Transforming design and product vision into a working UI/UX in a business context. 
•    Experience in designing print and digital graphic content.
•    Experience in maintaining and troubleshooting Local Area Networks (LANs). 

 

Languages 
• Good knowledge of French (written and oral). 

 

Teleworking policy
•    This position requires fulltime presence in the office. Following the successful completion of the probationary period, the incumbent will be eligible to telework up to two days per week.

 

Physical Requirements
May be required to lift, move, mount, or store equipment weighing up to 50 lbs., and move up to 80 pieces of equipment on occasion.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting net salary for this post is 49,278 CAD.
